Network Controller – Jersey

Job Description:


Jersey and Guernsey Operate MP and LP LPG/Air gas distribution network of a combined length 530km. In addition, each island operates a LPG storage site, Gas Production and Cylinder Filling, Storage and Distribution facilities. This includes one Upper Tier COMAH site in each island.


Reporting to the Head of Asset Management and Operations (Jersey) the role will assure: -

  • Independent oversight of safe control of operations across the gas networks and operational sites in Jersey and Guernsey.

  • Dedicated independent analysis and support to the business on matters of network integrity and network capital projects.

  • Accurate and timely update of network records.


Duties & Responsibilities:


Safe Control of Operations:


  • Ensure that there is co-ordination and co-operation between all parties and activities carried out on the networks.

  • Responsible for the assessment of impacts on the network resulting from operational activities.

  • Responsible for conflict management of procedures that can affect network safety and security of supply.

  • Liaison with Competent Persons and Authorizing Engineers to ensure any contingency plans are suitable and sufficient.

  • Maintain a register of notified perimetry and personnel who have been authorised to undertake work on the network.

  • Validation of operators and managers competency undertaking work and suspension of an individuals’ registration, where competency to undertake the activity cannot be demonstrated.

  • Liaison with the Responsible Engineer to ensure that individuals on the register hold the appropriate Safety & Technical Competencies to carry out their roles.

  • Receive and record notification of the start and end of any operation covered under Safe Control of Operations within the Network and Plant, and keep accurate records of these operations.

  • In conjunction with the Responsible Engineer ensure that SCO audits are completed.


Asset Integrity:

  • Supporting the reduction of asset risk working in accordance with the direction detailed within the Network Risk Management Strategy and Network Safety Case.

  • Responsible for supporting the Asset Team by evaluating opportunities to accelerate risk reduction strategies, growth, and rationalization.

  • Provide network integrity management support to the business where engineering decisions are needed relating to network matters.


Operations:

  • Responsible for the dynamic modelling of proposed changes to the network and modelled assurance that adequate pressures and flows are maintained throughout the network.

  • Responsible for ensuring Odour Intensity Monitoring is completed and recorded.

  • Responsible for development of operational process maps, as required.


Records:

  • Responsible for ensuring digital records of below ground and above ground network assets are maintained.

  • Responsible for maintaining meter asset management records within GIS.

  • Responsible for the capture and input of network failure data, and the update of the network risk model.

  • Responsible for validating and upkeep of the Synergi network models


Management of staff:

  • Responsible for the control of two Technical Assistants, one in each island.

  • Service Delivery:

  • Successful delivery of objectives set by the Heads of Asset Management and Operations (Jersey and Guernsey).


Budget responsibility:

  • Indirect through Heads of Asset Management and Operations (Jersey and Guernsey)


Key working relationships (internal and external):

  • Close working relationship with Technical Assistants (Jersey and Guernsey), Heads of Asset Management and Operations (Jersey and Guernsey), Work Programmers (Jersey and Guernsey), Network Operations Managers (Jersey and Guernsey)


Performance Management:

  • The post holder will be expected to contribute to their annual performance development review and interim performance reviews.


Health and Safety:

  • The post holder will be responsible for their own health and safety and the impact of their advice and actions on others.

  • They will be responsible for identifying hazards via the hazard reporting system.

  • They will utilize the stop work authority system, as necessary.


Any other duties:

  • Participate in the Duty Manager call out rota following appropriate training and assessment


Minimum Requirements:

  • Undergraduate degree (equivalent) or higher in engineering field or 5 years + experience in Gas Industry.

  • Network Risk Management and Mains/Service Replacement.

  • Experience managing within a safe control of operations environment.

  • Over 5 Years professional experience in an operations, or asset management.

  • Utilization of GIS

  • High personal and professional ethics and integrity

  • Ability to set and reassess priorities whilst being resilient and able to work under pressure and to tight timescales

  • Self-motivated and able to demonstrate initiative with a flexible and reliable approach.

  • Focused on achieving the completion of objectives, within defined timescales, to the agreed quality

  • Full and Valid Driving License

  • Police Check will be required


Desirable Skill Set:


  • Chartered or Incorporated Engineer approved by the British Engineering Council.

  • COMAH

  • Meter Asset Management

  • Utilization of Network Dynamic Models.
