Job Description

The client owns and operates 37,000km of gas pipe and is responsible for distributing gas to homes and businesses across the north of England, an area covering West, East & North Yorkshire, the North East and Northern Cumbria.

The purpose of this document is to provide a high-level scope of the client’s requirements for a 12-month appointment of a Senior Quantity Surveyor from our Professional Services Framework to work in our H21 Team.

Scope of Works:

The client is looking for an experienced Senior Quantity Surveyor to undertake the lead commercial role within our H21 Team. This aim of this team is to support the Government in its ambitions to address the ‘energy trilemma’, by decarbonising the UK energy sector in line with the targets set out in the Climate Change Act 2008. The projects this team deliver build on the work presented in the H21 Leeds City Gate Network Innovation Allowance project report and will provide the technical, safety, customer acceptability and cost evidence required to convert the UK gas grid from natural gas to hydrogen, decarbonising the heat sector. The work will be funded via a series of consecutive Network Innovation Competition annual bids with a combined value of circa £60m, which coupled with a recommended government led programme for appliances / equipment, would provide the evidence to de-risk the hydrogen for heat pathway. Decarbonising the UK is an enormous challenge that will require significant innovation and collaboration across all the energy vectors (electric, gas and heat). Decarbonising UK heat, which is predominantly provided by the gas network, is particularly difficult due to the inter-seasonality and established significant customer preference within the UK. Decarbonising the gas network with hydrogen would be a significant contribution to the technical deliverability of the Climate Change Act.

The Senior Quantity Surveyor role will be full time for the duration of the contract and due to the COVID restrictions will involve home working. The individual will require all necessary IT equipment to be able to undertake this role from their home, however if restrictions change and employees are returned to the office the individual would then be required to work for our offices at Thorpe Park. There may be the requirement to visit one or more of our gas sites as and when the need arises.

The projects are predominantly based on a bespoke NEC4 Option A and E contracts and we are looking for someone who is proactive in administering the contract and pays attention to detail in doing so. Excellent communication and negotiation skills is also important to us.

The daily duties will include:

  • Preparation of internal commercial reporting and other reports which may be required.

  • Challenge & manage cost control and provide cost mitigation measures where appropriate.

  • Undertake contract administration, including change management and maintain associated registers.

  • Negotiation and agreement of change events, extension of time claims, final accounts within the timescales required.

  • Measurement of quantities and pricing of work as required.

  • Identifying commercial risks, opportunities, value engineering and change.

  • Ensure appropriate contractor relationship is initiated and maintained.

  • Preparation of Valuations/Application for payment with full supporting documentation in accordance with the contract.

  • Assessment of Valuations/Application for payment

  • Administration of contractor accounts from the preparation of detailed payment notices, monitoring and authorisation of contractor payments through to agreement of final accounts.

  • Drafting of complex contract arrangement including professional services & appropriate terms of engagement.

  • Preparing cost reports for our regulator Ofgem.

  • Undertake any other work as required of you by your line manager

The successful candidate will have the following:

  • Commercially astute. Excellent knowledge of all NEC Forms of Contract

  • Excellent organisation and record keeping skills.

  • Computer literate with strong skills in Microsoft Office Applications (Word/Excel/Outlook/PowerPoint)

  • Good communication skills including presentations and ability to negotiate and communicate clearly with others.
