Engineering Officer (Operations)

Job Description

Responsible for the operation, monitoring, inspection and maintenance of LPG/Air production plants, LPG bulk storage sites, minibulk tanks and all other relevant plant and equipment whilst ensuring activities are safely controlled.

The daily duties will include:

  • Maximise operational performance and efficiency of LPG/Air Production Plant

  • Acting site controller on Lower/Upper-Tier COMAH sites

  • Responsible for safe control of operations for all staff within Asset Operations

  • Ensuring safe working practices on all operational LPG sites

  • Ensuring asset risk is reduced by managing the preventative and reactive maintenance tasks scheduled for all fixed assets

  • Support Asset Management objectives by ensuring data is captured accurately within the computerised maintenance management system

  • Manage all operational activities within agreed financial limits and provide both leading and lagging indicators to ensure effective monitoring.

  • Ensuring ship discharge procedures are followed

  • Demonstrate effective budget control when acting as Team Manager on Capital Projects

  • Develop and implementing individual performances reviews and identify training requirements to ensure maintenance of competent employees.

  • Recruit, train and motivate staff to ensure that they carry out their responsibilities to the required standards.

  • Ensure that appropriate processes are in place to ensure valued delivery of the defined outcomes and that the processes are challenged to ensure that the value is maintained throughout the process.

  • Provide the required technical support for operational activities as scheduled in CMMS and where required within other areas of the business.

  • Prepare and submit agreed reports on performance and reliability to the Asset Operations Manager

  • Continually improve the operation of the staff and processes in the asset management function

  • Challenge inefficiencies and inaccuracies and provide solutions in line with IEG values

Management of staff

  • The daily management of Operatives and Technicians

  • Responsible for Project Team during CAPEX Project implementation stages

  • Provide inspirational leadership and management to the team of Operatives and Technicians

  • Deliver agreed objectives identified within annual individual performance reviews.

  • Identify training requirements to ensure maintenance of competent employees.

Service Delivery

  • Successful delivery of key objectives set by the Head of Asset Management and Asset Operations Manager

  • Achieve defined outcomes in all areas of responsibility

  • Responsible for detailing variances in all areas of responsibility and ensuring corrective actions are closed

Budget responsibility

  • Responsible for implementing Capital Projects where assigned as the Team Manager

Key working relationships (internal and external)

  • Employ a close working relationship with; Asset Integrity Manager, Asset Delivery Manager, Engineering Officer (EC&I) and all other Operational Officers across Guernsey, Jersey and Isle of Man

Performance Management

  • The post holder will be expected to contribute to their annual performance development review and interim performance reviews (this process is currently under review)

Health and Safety

  • The post holder will be responsible for their own health and safety and the impact of their advice and actions on others and seeks guidance as appropriate. They will be responsible for identifying any possible risks or near misses via the Hazard reporting procedure.

Any other duties

  • The post holder shall perform such duties and observe and conform with such reasonable instructions as director by Senior Management/Directors.

The successful candidate will have the following:


  • 5 years + technical experience in the LPG / Oil/ Gas Industry

  • ONC (Minimum) in Mechanical or Electrical Engineering or equivalent or working your way to towards the qualification.

  • Experience working on COMAH Sites

  • Over 5 Years professional experience in an engineering and asset maintenance environment

  • Experience leading operational teams

  • Proven skills of the ability to motivate and develop a team

  • Demonstrate a good knowledge of design, construction, installation, operations and maintenance.

  • Experience in all areas of LPG plant, production and processing.

  • Ability to review system design documentation for compliance with design requirements, relevant regulations etc and provide specific recommended system and component technical changes

  • Performing technical reviews of procurement specifications related to P+ID components.

  • Ability to read process flow diagrams, P&ID’s and understanding of Process System description documents.

  • Demonstrates and understands compliance with all Health Safety & Environment legislation.

  • Demonstrable technical experience with the installation and maintenance of LPG / Production Processes.

  • Knowledge of Supervisory Control and Data Acquisition (SCADA), PLC and Distributed Control Systems (DCS)

  • Human factors Engineering related to the development of soft-ware based operator screens and associated control interfaces.

  • Knowledge of system logic diagrams and developing functional requirement specifications for safety and non[1]safety related process and ESD Systems.

  • Experience of working with complex control theory.

  • Experience and/or understanding of proprietary PLC Systems.

  • Good communication skills – able to get technical concepts over to non-specialists and capable of writing clear and constructive reports.

  • Be able to clearly demonstrate working to a high degree of accuracy

  • Ability to build and maintain effective working relationships with staff, customers and external bodies

  • Working outside normal working hours may be necessary.
