Site Assurance Officer

Highways England (HE) have requested that NGN divert their pipelines order to facilitate the improvement and widening of the A1 Birtley to Coal House main road and the replacement of Allerdene railway bridge.


The scheme requires NGN to divert their assets and relocate to the south of the existing A1. This includes diverting four existing gas pipelines: 450NB High Pressure (HP) steel main, 450NB Intermediate Pressure (IP) steel main, 355NB Medium Pressure (MP) steel main, 150NB Low Pressure (LP) spun iron main.


A new Above Ground Installation (AGI) shall be constructed to the south of the A1. The AGI will comprise of two sets of regulators to carry out pressure reduction across two tiers, new filters, new metering skid, a boiler house package, new heat exchangers, a back-up generator and new electrical and instrumentation kiosks. The new AGI will also have a connection to facilitate a future CNG filling station.


Two new District Governors shall be installed within the existing AGI compound to the north of the scheme in order to provide gas to the Team Valley Trading Estate and the Low Fell area of Gateshead.


A new IP pipeline will be diverted underneath the A1 via a 160m micro tunnel (1,200mm OD) which includes two 6m deep reception/receiving shafts and will be routed between the new foundations of the new road bridge. Once the tunnel has been constructed and the two new AGIs will be commissioned, work involving the abandonment and diversions of the HP, IP, MP and LP pipelines affected can be carried out. The scheme also involves the decommissioning and disinvestment of the existing AGI at Lamesley.


This a very complex scheme, the project requires a full-time site based Site Assurance Officer, who has the appropriate confidence , competence, skills and experience to work with the existing NGN team, monitoring the day to day site activities of the main works contractor .Responsible for ensuring that all project activities are safe ,closely controlled and accurately recorded .Working within the existing NGN team reporting into the NGN Project Manager .


The Site Assurance Officer will ensure that the project is delivered to meet the requirements of the business and the client (HE) and will fulfil the role of Site Assurance Officer in line with relevant safety, environmental legislation and NGN processes.


The role is primarily designed to ensure the project is delivered by the main works contractor safely and to NGN`s suite of specifications.


The role will involve collation of daily site records for commercial purposes. The daily site records required shall include narrative, quantum and pictures as a minimum. These records will be required to be uploaded and stored on an internal database/ system at weekly intervals.


Key Accountabilities:


  • The Site Assurance Officer will assist the PM and PE to ensure that the scheme is delivered to meet the requirements of the business and its client (HE). The role is designed to ensure consistent, safe, timely, effective and efficient delivery of projects supporting NGNs business objectives

  • Develop and maintain a positive safety and environment ethos both within the project team and the wider Capital Project team’s activities

  • Responsible for compliance with NGN Process Safety procedures and ensuring compliance with CDM 2015

  • Input into the development of contract strategies using existing frameworks for the delivery of economic and efficient project solution

  • Assists in the planning, co-ordination, team management, compliance and delivery of the project via a Main Works Contractor (MWC)

  • Directs the planning and co-ordination of on and off site-based project inspectors (welding, coating, painting, pressure testing)

  • Attends and witnesses, as required, Factory Acceptance Testing (FAT) of vendor equipment including Site Acceptance Testing (SAT)

  • Initiates and helps co-ordinate the timely preparation of Non-Routine Operation (NRO) documents to match project timescales

  • Participates in regular site safety tours and carry out audits in accordance with the Capital Project Team audit plan

  • Assist in the production of technical reports and provide input at key stages of the project

  • Assist the Project Manager in order to accurately forecast and ensure budgetary control

  • Input into development of designs in line with the Formal Safety Assessments (FSA) process including attending HAZID, HAZOP, HAZCON events

  • Assist in the timely production of project completion documentation including production of project records and drawings and operational, system control and asset acceptance of project in accordance with NGN RE1 and RE18 procedures


Job Dimensions:


  • Assist in the successful delivery of the scheme

  • Fulfil the role of Site Assurance Officer for the aforementioned project

  • No direct reports but part of an integrated project design and delivery team

  • Engaging with up to 20 Main Works Contractor and sub-contractor staff during construction phases

  • Obtain daily allocation sheet information

  • Carry out safety audits and compliance checks as necessary

  • Produce weekly project reports (include a video and photograph records)

  • Upload site records to internal database

  • Take minutes of project progress meetings

The successful candidate will have the following:


Qualifications:


  • Educated to at least HNC/NVQ Level 4 or equivalent, or can demonstrate competence via experience

  • Safety Health and Environmental Awareness – EUSR SHEA Gas

  • Safety Health and Environmental Awareness - Cross-Country Pipelines

  • Safe Control of Operations (SCO) 1&2

  • Ideally NEBOSH or IOSH Managing Safely Certificate

  • Understanding of NEC4 contracts

  • Valid current UK Driving Licence


Knowledge, Experience & Technical Know How:


  • Ideally be able to demonstrate technical knowledge and experience of successful project planning & delivery on a range of high-pressure gas asset projects across all pressure tiers and asset types including pipelines, mechanical, civil, electrical and instrumentation, gas quality, district governors and cathodic protection

  • Demonstrate a good level of understanding and knowledge of appropriate safety and environmental legislative requirements, company policies and procedures

  • Excellent leadership and influencing/negotiating skills, customer orientation and communication skills, providing the ability to support /communicate and effectively develop working relationships with NGN and main workers contractor staff at all levels
